The 60 day
Legislative
Session ended
today, with
passage of the
budget, the only
bill that they
are required to
pass. The House
adjourned just
before 7 PM and
the Senate at
8:47 PM. We
will bring you a
final update on
bills, once all
action has been
recorded.
Budget
The total
funding for the
FEFP will be
$18.1 billion,
an increase of
$111 million
(0.62%) over the
current year.
This amount is
made up by
around $873
million in
federal stimulus
funds, which
ends this year,
nearly 9 billion
in state funds,
and more than
$8.3 billion in
local funds.
This last amount
is based on the
assumption that
all school
districts will
continue to levy
the current
millage amounts.
Per student
funding will be
around $6,843, a
minimal increase
of $1.22 (0.02%)
over current
levels. Please
note that this
token increase
does not help
close the
deficit left by
the decreases in
per student
funding over the
last 3 fiscal
years. These
roughly amount
to a little over
$33.00 in
2009-2010,
$280.00 in
2008-2009 and
$180.00 in
2007-2008 adding
up to a total of
around $492 per
student. The
funding level
proposed for
this
year--2010-2011
returns us to
the funding
level from 4
years ago - the
2006-2007 fiscal
year.
In addition
language
inserted into
the conforming
bills requires
districts to
meet class size
requirements in
October and also
exempts charter
schools from
meeting class
size
requirements.
